Detective/Constable Grant Hamilton of the Victoria Police Service in British Columbia, was instrumental in the creation of the Capital Action Team for Sexually Exploited Youth in Victoria.  This builds on his previous work in this area. 

He and Elaine Holmes, his civilian partner, have taken a leading role in identifying vulnerable youth and have developed strategies for early intervention and protection.  This work has proven decisive in preventing many young people from becoming involved in the sex trade and their support for witnesses and victims has led to successful prosecutions of a number of pimps.  He is also a leading member of the "Rock Solid Programme," an innovative anti-violence initiative aimed at youth.  Because of his wealth of practical experience in the field, he has earned a reputation as an important source of expert advice and information for police and other professionals in both Canada and the United States. 

As part of his work, Detective/Constable Hamilton has developed a co-operative relationship with many committed partners, including the Ministry of Children and Families, the Ministry of Education, community agencies and outreach services.   He is considered an inspiration by those working with youth at risk and is a role model for many young people.
