ONTARIO JUDICIAL APPOINTMENTS ANNOUNCED

Ottawa, June 19, 2008 – The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Gregory M. Mulligan, a lawyer with Bourne, Jenkins, and Mulligan in Orillia, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario.  He replaces Mr. Justice J.R. MacKinnon (Barrie) who elected to become a supernumerary judge.

Mr. Justice Mulligan received a Bachelor of Arts from the University of Toronto in 1970 and a Bachelor of Law from Osgoode Hall Law School, York University in 1973.   He was admitted to the Bar of Ontario in 1975.  Mr. Justice Mulligan has been a partner with Bourne, Jenkins, and Mulligan since 1982.  He was a sole practitioner with Gregory M. Mulligan from 1975 to 1982.  Mr. Justice Mulligan has developed an expertise in wills and estates, real estate, mediation, corporate law and commercial law.  In addition, Mr. Justice Mulligan sits as a Deputy Small Claims Court Judge approximately one day a month in Central East Region, having been appointed in 1992 and he is a member of the Justice of the Peace appointments advisory committee for Central East Region having been appointed in 2007.

The Honourable Thomas A. Bielby, a lawyer with Lancaster Brooks & Welch LLP in St Catharine’s, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario.  He replaces Mr. Justice T.P. O’Connor (Brampton) who elected to become a supernumerary judge.
Mr. Justice Bielby received a Bachelor of Arts from the University of Guelph in 1973 and a Bachelor of Law from Osgoode Hall Law School, York University in 1976.  He was admitted to the Bar of Ontario in 1978.   Mr. Justice Bielby has been a partner with Lancaster Brooks & Welch LLP since April 2002.  Mr. Justice Bielby was an associate with Brooks, Bielby & Smith from 1978 to 1981 and a partner with the same firm from 1981 to 2002.   He was also with Giffen, Pensa from 1976 to 1977.  Mr. Justice Bielby has developed an expertise in civil litigation, family and municipal law.  In addition, he is involved in teachings and publications with the Law Society of Upper Canada and the Canadian Bar Association.

The Honourable Lois B. Roberts, a lawyer with Genest Murray LLP in Toronto, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario.  She replaces Mr. Justice J.A.B. Macdonald (Toronto) who elected to become a supernumerary judge.

Madam Justice Roberts received a Bachelor of Arts in French literature and language from the University of Toronto in 1981, a Master of Arts in French literature and language from the University of Toronto in 1983 and a Bachelor of Law from the University of Toronto in 1985.  She was admitted to the Bar of Ontario in 1987.   Madam Justice Roberts has been a lawyer with Genest Murray LLP since 1988 and a partner since 1994.  She was an associate with Cassels, Brock & Blackwell LLP from 1987 to 1988.   Madam Justice Roberts as developed an expertise in commercial litigation, professional, commercial and education liability, employment law and human rights. In addition, she is a mentor with Women’s Law Association since 2007.

The Honourable Jane E. Kelly, a lawyer with Kelly & Lacy in Toronto, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario.  She replaces Mr. Justice J.M. Spence (Toronto) who elected to become a supernumerary judge.

Madam Justice Kelly received a Bachelor of Arts from The University of New Brunswick in 1985 and a Bachelor of Law from The University of New Brunswick in 1988.   She was admitted to the Bar of Ontario in 1990.   Madam Justice Kelly has been a lawyer with Kelly & Lacy since 2004. She was a lawyer with Kelly, Jennings & Lacy from 2001 to 2004, a lawyer with Kelly, Jennings from 1996 to 2001, an Assistant Crown Attorney with the Office of the Attorney General from 1994 to 1996, and an associate with Fasken Campbell Godfrey from 1990 to 1994.  Madam Justice Kelly has developed an expertise in Administrative and Criminal Law. In addition, she is an Associate Professor at the University of Toronto, Faculty of Law: Advocacy Program since 2005.

These appointments are effective immediately.
